Job Vacancy Assessment

The Job Vacancy Assessment (JVA) is coming under the Newfoundland and Labrador Provincial Nominee program. It operates in partnership with the Workforce Development Secretariat, the Office of Immigration and Multiculturalism, and Regional Service Delivery Branch of the Department of Immigration, Population Growth & Skills to better understand labour market dynamics and tailor workforce supports to individual employer needs.

Labour Market Impact Assessment

Labour Market Impact Assessment (LMIA) is a document that is issued by the Employment Social Development Canada (ESDC) to an employer in Canada before hiring a foreign worker. An employer who ould like to hire a foreign worker will submit an application for an LMIA which will render either positive or negative results. A positive LMIA will show that there is a need for a foreign worker to fill the vacancy and that no Canadian worker is available to fill the position. A positive LMIA is sometimes called a confirmation letter

To obtain this LMIA, the Canadian employer must demonstrate that they could not fill in the job vacancy, so they wish to recruit a foreign national. They should post in the media about the job vacancy for 30 days. If still the position is not filled by a Canadian citizen or permanent resident, then the employer can apply for LMIA.

Types of LMIA

Positive LMIA

If no Canadian citizen or permanent resident fit in the job position, the Canadian employer can hire a foreign national; it gets approval to hire, then it is positive LMIA

Negative LMIA

If the Canadian employer is allowed only to hire a Canadian citizen or permanent resident, then; it is negative LMIA
